Ethical people would be very careful not to risk conflicts of interests by financially benefiting from civilian institutionalization of largely poor blue collar workers. But those (societal) rules are adopted only by ethical people.

One would need to ask then-whether the present administration and its cabinet members are largely ethical people? I for one suspect that the heads of our state agencies do not give a hoot about acting or being seen as ethical people. Why do I say that? Because, without going to the widely known characteristics of these Trump appointed heads of the DHS, ICE, FBI, DOJ, etcetera, the known facts behind these individuals show that they could not care less about how they are viewed by the public at large.

I have no evidence to substantiate an allegation that these characters have financial vested interests in the business of the civil detention of aliens, I would not be surprised, indeed I expect that they have such vested interests.

Therefore, my comments are impugning the public perception of these characters, more so than whether or not they acquired such vested financial interests in the detention business.

Yeap, that is where we are with this administration of vandals.
