Thank you for looking into this. I'm a regular volunteer at immigration court and we have been seeing these mega masters for a few months. For us, the mega-masters cause this massive overload. We can't help everyone. There are just too many people. Of course the problem goes way beyond that.
I watched Administrative law judges process at that speed late 80s, early 90s at El Corralon aka Port Isabel Processing Center. Planes sat outside the bldg with props turning.
